地球環境都市を宣言

　地球温暖化、オゾン層や森林の破壊、酸性雨など地球規模で進行している環境問題を市民一人ひとりが地球市民としての自覚と意識をもち、環境を保全・改善するため、上越市は平成10年6月29日、地球環境都市宣言を行いました。

地球環境都市宣言

　私たちのまち上越市は、古代から水と緑に恵まれた四季折々の美しい自然に抱かれ、こまやかな人の心をはぐくみながら栄えてきました。 　こうしたなか、近年の社会・経済活動や生活様式の変化に伴って、地球温暖化、オゾン層や森林の破壊、野生生物の種の減少、さらには環境ホルモンによる影響などの問題が発生し、地球環境は私たちの生存をも脅かしかねないほど深刻な事態となっています。 　地球に生を受けた私たちにとって、これらの問題の克服にむけた足元からの具体的行動こそ、いま求められている最も重要な課題であると思います。 　そのため私たちは、進んで「みどりの生活快適都市・上越」を将来の都市像として掲げ、環境の保全・改善に努め、健全で恵み豊かな環境を次の世代に引き継いでいくことをめざします。 　私たちのまち上越市は、環境問題を克服するための国際規格 ISO14001の認証取得を契機として、地球市民の理念にたち、国の内外の人々とも連携しながら、環境に配慮したまちづくりを進めることを誓い、ここに「地球環境都市」を宣言します。 上越市 （平成10年6月29日宣言）

Global Environmental City Proclamation

Our city of Joetsu has, since ancient times, been a place rich in natural beauty, varying with the passing seasons and blessed with clear water and abundant greenery. Nature has enriched people's hearts and contributed to the City's prosperity. Amid today's social and economic activities and changing lifestyles, even our very survival is now seriously threatened by a variety of issues. These include global warming, the destruction of the ozone layer and the forests, the endangering of wild life, and the impact of hormone disrupters. Numbering among those who live on this earth, the most important task facing us is to find just what kind of action we need to take to overcome these problems. "The City of Joetsu with Urban Amenities and Rich Greenery" is our vision for our city. We aim at handing down a sound and blessed environment to future generations, making our best efforts to preserve and improve our environment. Having been granted official ISO14001 certification, the international standard for addressing environmental problems, we hereby make this Global Environmental City Proclamation-to create an environment-oriented society as citizens of the earth, in cooperation with all people at home and abroad.
